This isn't how it works. The number of characters they can put into the game is mandated by budget and time, not a vague concept of slots. You know what would happen if they chose not to include Dark Pit in Smash 4? Nothing outside of Dark Pit not being in it. Another character doesn't magically replace him.

In that vein, getting rid of characters because they're not 'necessary' doesn't make sense. Everyone in the roster either has a unique moveset or is a clone who takes up no development time. While in theory no character is safe (besides the obvious) I'd say the only ones that actually have to worry are the 3rd party inclusions with potentially shaky contracts.
