There are nice places in Chicago, and places you just shouldn't go. Unfortunately over the last several years the latter has increasingly bled into the former. One of the reasons I left.

for many years prior to that, Chicago was seen as 'the great american city' due to their recovery from the crime wave of the 90s, though the recession in 08 was bad for most cities and chicago arguably never recovered from that

I lived there most of my life and can say its always been very segregated. Crime is underreported there and judges often let lesser offenses slide or give lenient penalties for serious felonies. But I agree, the last 2-3 years see criminals emboldened and doing things in upscale neighborhoods that were relatively quiet before. Its a concern amongst people that live there. I used to live in Roscoe Village myself.
