The idea with the puppy pads is you're training her to go in one spot rather than anywhere. You can then start taking the pads outside to associate going outside with the "right" way to go and eventually transition off the pads entirely. But you're right, there is a chance she might tear them up. Also, if you're coming home to her covered in shit, you're not taking her out enough. A puppy, especially a smaller one, needs to go out every few hours before establishing a routine.
