Not every form of government assistance specifically encourages single motherhood. Single women are paid to have kids and benefits are cut if they get married. The connection between single motherhood and crime and economic underperformance is well documented.
Today the black community has a massive illegitimacy rate. That wasnt the case back in the first half of the 20th century when anti-black racism was far higher than it is today. At some points the black family was stronger than the white family.
