What most likely happened is that one of Trump's aides is hearing impaired. So when the aide was helping him to prepare for the meeting, since Trump doesn't know sign language he instead wrote "I hear you" down on the paper simply as a means to communicate with his aide. Lmfao I fucking love you sometimes I'm giving the most reasonable explanation. All presidents have staff that help prepare for meetings, write speeches, etc. And there's estimated to be around a million deaf people in the United States. Just put two and two together.
