Even if you disregard the constitutional issues involved, there are so many guns "off the radar" so to speak, and the border is so porous, that guns would continue to flow into the country anyway. The net result would be that criminals have guns while law-abiding citizens don't. It's not the law-abiding citizens we need to worry about, it's those with criminal intent. Even if you did succeed in keeping guns out of those people's hands, people determined to do violence will find another way. The real problem here is mentally ill people not getting the help they need. Getting at-risk people adequate medical treatment would do a lot more to prevent mass-shootings than enacting gun control laws that punish law-abiding citizens and aren't guaranteed to stop criminals from acquiring them.
