Not sure why it doesn't work on Sauron himself, but I guess that's just because it's his Ring and thus he can limit its effect on him in certain regards if he so chooses. I believe the idea is that part of the invisibility is being drawn into the wraith world, which Sauron already exists in while lesser species do not So Gandalf if he had the ring would not go invisible either (although I wouldn't be surprised if this were an option), and probably not someone like Galadriel since she was born in the Undying Lands. --- ...
