For two planetary societies to even be aware of the other requires a huge amounts of circumstance.

They have to be close enough for photon-based communication to be usable in a relevant timeframe.
They have to both be simultaneously advanced enough to even communicate via photons.

Right now, we can't do that with the nearest star, roughly four light years away. None of the other planets in our star system have life advanced enough to communicate with us, if there's even life on them at all.
