Investigating accidents =/= creating new policy. A lot of the time on the job accidents happen because people aren't following already established guide lines.

We also investigate every gun homicide too.

Investigation is not research.
OSHA goes through data and researches best safety practices, then introduces policy that must be followed.

Edit: they also conduct practical experiments.
