Who is giving it to them and how come they aren't helping out with their financial situation? it's a fair question, but there's not really a way to legislatively force people to not give or receive fancy gifts instead of helping them with rent/food/etc. True, but there is a way to encourage fiscally responsible spending when receiving government aid. Either limit the costly foods and delicacies or cut the amounts of aid.
