TL;DR:

The MD house majority whip, Talmidge Branch, has introduced HB 1052.

This bill worsens the damage of last year's legislative action, while undoing all its benefits. The previous bill extended the ability of craft breweries to brew up to 2000 barrels, while slapping anyone not grandfathered in with penalties such as the inability to contract brew, deeply limited hours, and forced them to essentially pay distributors a fee if they exceeded the 2000 barrel mark in serving out of their taprooms.

Branch's original draft of last year's bill wasn't even designed to allow the grandfathering.

This year he's trying to fuck the craft beer industry in MD much harder. His new bill strips the 2000 barrel benefit, while re-applying the contract ban and hours limitation--even to grandfathered breweries. It is a bare-faced attack on the craft beer industry.

It also includes a specific exception for Guinness, who are coming to MD now.

He is a man who needs to see a primary challenger. He is a man who is not fit to serve in office. The alcohol distribution industry has bought him through and through.
