I'll answer that if you answer whether torture and/or rape fit under the "anything that happens to you" that people deserve for not obeying the police.

No, and I'll freely admit that "anything that happens to you" is too broad. I mean in the course of what would be expected of what SHOULD be normal police procedure. If you fight a cop after committing a crime, then yes, you deserve to be pepper sprayed or tazed. If you try to kill a cop, yes, you deserve to be shot. And so on.

Rape is not something that a normal person would consider as something that would be common to happen while being apprehended by police. Can it happen? Absolutely. But your teacher can rape you, as well. So can a family member, and so on. So just because people who have happened to be police have raped people before, that does not make it fair to lump that in with police procedure.

Likewise, I do not consider pepper spray to be torture if it is being used to stop you from doing something illegal after you have refused to stop. Could it be torture? Sure, if you're doing nothing wrong and they're just blasting you for no reason. But if it's used as a deterrent because you are refusing to stop, then no, it's not torture.
