Seems odd to say Japan values gameplay over story when a whole sub-genre of RPGs, distinguished only by their Japanese origin and heavy influence, is firmly in the story over gameplay camp. >_>

The west does these dopey "cinematic" games like Uncharted, but for every one of those there's probably 5+ story-focused JRPGs with serviceable at best combat, and combat is kind of the gameplay.

Then I'd also like to point out sandbox open world games, which are basically the prime example of gameplay over narrative, and how Japan was slower to adopt that (still is) and also generally doesn't do it super well either, BotW being a very noteworthy exception. Dragon's Dogma was really good too though not exactly what I'd call a sandbox open world game, but definitely open world.
