When we elect a president they do not get to play dictator for 4 years where everything they say goes. This is especially true when the person elected actually lost the popular vote by actually millions of votes. Trump being unable to get his way all the time is not indicative of a Deep State but is indicative of his inexperience in government. Just as its indicative of his policies meeting widespread public disapproval.
