Hm yeah that is interesting. Blood-starved Beast seems to generally be the one early on people find infamously problematic.

However I think something that puts Amelia over it is that Amelia is really balanced for a bit later in the game than when you find her, and unlike BSB, who is susceptible to gun parries, Amelia works off the body part damage system. Bosses like that tend to have seemingly inflated health pools, offset by the fact that when you "Break" a body part, not only does it stagger them for a bit to open them to more damage, but damage there until they repair it does more damage, plus "breaking" the head opens up for a very damaging visceral. So the HP gauge kind of lies about how durable such bosses are...however this stuff is mostly not going to come in play as much if someone is often on the defensive and being pushed by the boss a lot.
