Topic	Why does Microsoft let all of their IPs rot? Example Rare IPs for the most part.

The reason this is being brought up is because insurance companies are sweating about, if a self-driving car runs someone over, who is at fault? The current fix for that is to say that it's still the human's fault, because he/she should have overridden machine's controls to not run the person over.
