Best Case: The dossier left out some information that shows that certain information was not properly conveyed to other parts of the FBI and/or DOJ and/or other institutions due to grave communication problems. Essentially it would be the Hillary Clinton defense of "having been extremely careless" or that of simply being incompetent.
