There is literally tons (like tons pertaining to actual weight)of papers that are classified for reasons that are in no way realted to national security. That is fundamentally untrue. If something is marked classified but does not pose harm to the government if declassified early, the person who designated it in the document specifications did so in error. Such errors are generally identified over the course of a program and corrected.
