If a mod secretly agrees with the insult, they're not gonna fucking enforce it. No. It's up to the users. If a user agrees with the insult, they're not going to mark it. And most of the time, people don't mark violations. It's a shocking concept, but 99.9% of the time people bitch about some violation not being modded, and I find it, it was NEVER MARKED.
