All "Made in China" does for outsourced manufacturing is increase profit margins for domestic businesses. Allowing the Chinese to directly dump their cheap goods here with no way to mitigate it creates a glut that threatens all non-Chinese producers and jobs (unless your whole business is simply installing panels).
