Decades of extortion and racism have left minorities poorer in the south than anywhere else in the country. As a result, they drag down the average. The white people who did this to them, instead of trying to make it better, just blame them for the predicament they put them in and tell them to get bootstraps and shit like "if Barack Obama can do it why can't you???" and "We don't need Affirmative Action racism doesn't exist anymore." For the economy part, at any rate. At 1861 the South was the Sixth richest country in the world but it was an economy built on slave labor.
