Or does his pay go down when he misses this day? we're both hourly but he's using sick leave so he's not losing any money. He accrues sick leave I assume, so its fair for him to use it whenever. He can only use so much so its his time to burn, nothing telling a supervisor would change. I work for the city and am in the same boat.
