I know Loki did that when he got Baldur killed and started Ragnarok. Baldr's killing isn't what started Ragnarok. I'd argue it started when Odin banished Jormungandr / Midgardsormr. That was the final straw for Loki. IIRC, Baldur's death was the first sign that Ragnarok was coming.
