When the claim is a binary option, yes it does.

The question is "does God exist?"
Theists respond "Yes, He does."
Atheists respond "No, He does not."
Agnostics respond "I don't know."

It doesn't get much more clear-cut than that. The two options are existence or non-existence. You can't partially exist. It's all or nothing. So if you refuse to accept that he exists and say "no, I don't believe that," then the only other option available to you is that he does not.

That isn't how language works at all. Theism is the belief in a deity. Atheism means you are without that belief in a deity. In no way does that mean you claim there are no deities. It just means you are without that belief. This is a fact, you can continue arguing, but you'd be wrong.
