I know local systems do the "tests" all the time and say it's a test when they do. But I feel like this wasn't an accident, it was to see if the real alert worked. Obviously they can't admit it because of the widespread panic it caused. That makes no sense at all. Real alerts and test alerts work the exact same way. The only difference is the message you type in it. To test the system they would send it the exact same way, only they would mention it's a test, instead of saying specifically that it wasn't a drill. they don't type in a message at all, they just have to confirm it.
