The numbers are inflated the same everywhere by your logic.

Japan's culture doesn't cultivate murderers like America does so strangely the murder rate is lower. Japan is also socially collectivist so inherently they're less willing to wrong others in their homogeneous society, meaning low crimes in general.

There's an awful lot of reasons why Japan is how it is without calling in "Yakuza and the police are the Illuminati fixing statistics".


Also the police shoot magic pixies who can summon murderers to them so they can have that 96.6% arrest rate.
