$400 a month and they still hit you with a $1000 deductible? Good lord, your insurance company is taking you for everything you're worth.

Well not for nothing but insurance is supposed to be used for catastrophic losses not dings in your bumper. People use it for dings in their bumper and it makes everyone's premiums go up because insurance is paying out millions for dumb shit. Especially in a large city like Boston.

But plenty of other large cities are able to operate perfectly fine with a fraction of what he's paying.

Christ, I know I live in a smaller city (~300k) in the frozen north, but I pay $110/month for a brand new vehicle, $200 deductible, full replacement insurance (so if my car does get totalled they literally just buy me a new car, or give me the cash to buy a brand new car of a similar type), a loaner vehicle if I'm at fault for the accident, and a few other things.
