The thing is, Zhuge Liang and Shu are the golden boys, so any opposition is generally seen or portrayed as evil(Cao Cao) or primitive and savage. This is likely the reason why Wei Yan is portrayed as such as well. In the novel and the games, the Nanman are a collection of multiple exotic and barbaric tribes, with Meng Huo being the king of them all.
