People in Japan have a very hard time imagining that an innocent person can ever be accused of anything. When someone who is accused of a crime in Japan claims that he's innocent, the consensus among the population is that he has no remorse and he's refusing to admit to what he did. There is just zero political pressure to do anything about it. Well I guess when you have sheeple like that that there is no incentive for the government to do anything but this.
