Topic	in the clone wars why dont the empire just create a disease

Diseases spread slowly (compared to any other weapon), can be quarantined, would be expensive to maintain and distribute, would risk killing important politicians/celebrities, could mutate to harm you, leave no one to interrogate, could make a planet unlivable, and all around, are pretty awful wartime weapons.
