I don't know what you expect to happen - unless you're following them around taking photographs and videotaping things as evidence, really all you can do is report your suspicions to someone who can take appropriate action. If they find reason to believe a crime has been committed then it moves forward from there, if not then he'll probably be moved to a different work center or command. Thank you so much!
