Maybe during the Goblet of Fire he was kind of slytherin like, but I'm fairly certain the sorting hat was just confusing Voldemort's horcrux giving Harry more of the gestalt of a slytherin. Plus, your say really does impact the sorting and he clearly didn't want to be associated with them. But I agree, the series could have done more to reveal some more of the virtues of House Slytherin.
