On the substance of the argument, the FCC took action against violations of net neutrality before 2015. It's just that ISPs challenged their authority in court and won, and in response, the FCC reclassified broadband internet under Title II. Plus, the internet has changed. When dial-up was the predominant flavor of internet, it operated under net neutrality as it used phone lines (which fall under Title II). And back then, many internet services were offered by your ISP (AOL, chat rooms, email, etc.), while nowadays, we almost exclusively use third-party services like Google, YouTube, Wikipedia, Facebook, Twitter, Netflix, Steam, etc.
