Vanille needs to face a character that is also disliked, and Minwu isn't that. Minwu is, for most people, a nobody which makes for a fantastic target to wrack up anti-votes and not build up votes against him - nobody is going to see Minwu in the title and feel an urge to anti-vote him. I just don't see Vanille inspiring the level of hate a bigger name might inspire. I'm not saying she'd beat Minwu for sure, but I think the casual vote would be far less of a factor in that match-up than in any match-up featuring Cloud or Laguna.
