changes take time to implement and won't happen immediately.
I would be willing to bet that they have the email form letters all formatted, ready to go. And they will hit send at 1 minute past midnight. Webpages will be updated, and billing schemes put in to place 30 seconds after. Remember, Verizon's Meat Puppet said that it was going to happen no matter what. So Verizon and the rest of the Legion of Douchebags already have everything in place. They're just waiting for the official before hitting the Update button.
Stuff like that takes time to update. And don't forget about court battles.
