Topic	Can you sue ISPs for consistently slow speeds below their min. guaranteed speed?

I pay for $50 a month for 3.0speeds download speeds, if they offered me their Uverse service, it would be $50 a month for 12.0mbps download speeds or $30 a month for 3.0mbps speeds. My internet is getting to the point where if I want to play multiplayer video games, I have to play off my phone.
