It wasn't just a jab at stoners in general, just the ones who do nothing but smoke weed and sit on wellfare.
That is such a small number it is not even worth mentioning.
Eh, not really. There's different types of welfare, including foodstamps. There's people who don't apply themselves or try to advance their lives and stay working in restaurants because "Ugh I can't apply here and here because I smoke everyday and they drug test and blah blah blah". So they're low income, low motivation, living day by day just smoking pot, frozen in time while life passes them by and many are ultimately a burden on others when they don't have to be.
And then the pot tells them, "It's okay, it's not your fault. It's the stupid system is why you can't make more money" and they just accept it and continue their path.

Lazy useless stoners exist but guess what? It's not the weed. It's the person. They already were lazy unmotivated fucks before they smoked. It just happened to agree with them cause it makes doing fuck all and being bored a lot more enjoyable. ---
