Does this apply to all countries or just the US?

Just the US. Some people worry that if it is found profitable, however, it might spread to other countries.

Many practises applied in the US takes a long time transfer across the world. Not only that, the US has different buiness and social practises compared to that the rest of the, whom have shown no interest in adapting the US's business practises, regardless of the possible profit it may offer.

For eg. Australia is really big on refund policies and the government doesn't allow business to sack/fire employees whenever they want, those are just some of the practises I know.

There is also the problem of most websites being based in the US and the US being one of, if not, the largest website visitor market, too. Don't know if Canada, Europe, Asia and Australia will be enough to keep most major websites alive if the US's internet goes to hell.

Well most of the illegal streamings and torrents happens from outside the US sources, so anything else being monitored, I could get around.
