Because this sounds like a perfect case of "for the good of society". How many lives will be saved in the next 10 years by the influx of income and energy? Imagine what 60,000 people... let's say even 10,000 people could do towards repairing that infrastructure. But, you can't siphon from an economy that doesn't exist, and/or is corrupt as hell.
