Why is anyone outraged over this? A temporary program is following it's natural course of being, you know, temporary. Are you lot just in need of something to be mad about?
Life is about context.
If you decide to call the cops on your neighbor because he is noisy, that's ok. But if you're always harping on how much you dislike say, blue people, and how you will make sure blue people have a hard time, and then you call the cops on your blue neighbors for being noisy, it will raise some eyebrows, and that is because of your own behavior.
Think about the wall. Didn't Bush and Obama both long sections of wall in the southern border? Nobody said it was racist or anything like that, it was considered necessary. 45 could have built his wall and nobody would have said anything. But instead he chose to ride down that escalator, call mexicans rapists and criminals, say that Jeb's wife is an illegal, say that Mexicans can't be judges because their ethnicity makes them intrinsically unfair (the judge isn't even mexican!), he invented the slur 'bad hombre' and came up with the 'build da wall!" chant. So now his wall idea is considered racist (and rightly so).
So yeah, of course this raises some eyebrows too, it's obvious! He is the 'very fine people' guy.

Easier version for you: Sometimes an action is judged by who it comes from (due to that person's past behavior and actions) rather than by the action itself.
