Net Neutrality has nothing at all to do with running fiber to the boonies. It's more like they're paying off politicians to not have to run that cable across more poles, and lobby to ban community owned broadband projects or google to pick up the slack where they won't service. Possible, and also why the root cause of shitty internet is Municipal Franchises.
