imo it depends

eyeshadow/mascara are pretty awful and I think everyone looks better without them. but stuff to make skin look smoother and even out skin tone is good

like, in the first pic: obviously the blotchy skin in the "after" pic is bad news. for her eye though, it's a huge improvement
