It's based on affected regions. China and parts of SE Asia still strongly resent the Japanese for their role in WW2. However, despite Japan bringing the US into the war, the west had far less interaction with Japan than Germany and Germany was effectively the ringleader in that whole affair. Germany was also much more systematic when it came to mass murder.

Yeah, China and Korea still hate him, I'm sure. Plus Japan wasn't responsible for anywhere near as many deaths and concentration camp imprisonments as hitler.
As for Stalin, his victims were mostly fellow Russians and Russian government has been very hesitant (especially since Putin came to power) to condemn the former soviet government. So he's been rather protected over the years.
