It's unclear (from what I've seen) what happens if he gets the most votes but doesn't get certified as the winner, whether the seat goes to the second-place candidate, the GOP, or just remains unwon. why wouldn't he get certified? if he's been indited? is that even possible for a near 40 year old event? why not just certify him, and then remove him from office? it would leave the seat empty for a year, i think, but wouldn't that be better (from their perspective) than having a Jones there for the rest of the term? --- Boom!
