With fixed rates and no competition, the companies would likely need to be absorbed into a new agency. I guess the title "insurance" doesn't feel appropriate to me. I know there will still be need for processing but I would think it would be re-branded in a sense. Like the VA isn't an insurance company but it processes medical payments and coverage and such.
