The engineering company I am with had a very loose dress code. We had folks we basketball shorts, T-shirts, etc. On casual Friday some folks were even more casual with flip-flops and tank-tops. I think the boss/owner didn't really care so long as we got our jobs done and cause none of us drafters or engineers ever meet with the clients. Only one of our engineers might personally meet with clients and somehow he got away with basketball shorts and T-shirts.

Starting about two years ago through with new management in charge we have been asked to stop wearing certain clothing (i.e. basketball shorts, ripped jeans, etc.) and look a bit more professional. I have always been a polo shirt and cargo pants guy which is fine with company policy. But I did think tank tops and flip flops were a bit too casual. In the case of the tank top, said engineer that did that wore a shirt that was maybe one size too small and you can see his hairy belly hanging out.
