Sometimes it's DLC prep, others its failsafing. In Persona the protagonist even has callouts for his teammates Personas in case someone hacks them in. So no, a few unused lines don't mean anything. They don't pay you per line for a big game like this. Stop assuming that everything is tied to MGSV being trash because at this point your speculation is just that.
