Read Blood, Sweat 'n' Pixels. Every AAA game is downgraded in some way. The difference is that sometimes the downgrades are shown off in E3 demos and sometimes they are never revealed to the public. Even then I can't think of the last time they did this. Watch Dogs came out over 3 years ago now and it was a cross gen game announced before the PS4/Xbox One. It should be obvious that this game had a more turbulent development cycle than most. Dragon Age Inquisition and Witcher 3 were hit by the same thing.

What? It was known before release that Watch Dogs was downgraded. It was a big deal at the time.
