It's because dragonriders are the only really vulnerable part of the dragon. They tend to do hit and run tactics on specific targets rather than take on the entire army.

you mean like that time she charged directly at a scorpion

or that time she flew over top of the whole army burning the grain instead of the army

those scenes looked awesome but you have to turn your brain off when you watch them.
