They're not letting UN inspectors into the country, so up until recently no country could act without declaring war and invading because there was no hard evidence. Now that the stories are piling up they may be able to force a response, but unfortunately it seems like Myanmar knows how to play their cards just right to delay intervention as long as possible.

It doesn't help that the root of the issue is effectively that the two sides fought on opposite sides during WW2 and then after someone (the UK I think?) decided that instead of splitting the country they'd have to live together. You're looking at the equivalent of 50 years of asking the nazis to live next to communists in peace and things exploding.

Also, every time the west gets involved, the rest of the world says "leave us alone", so this may be the unfortunate byproduct of most of the world telling the west they're sick of interventions. After 15+ years of "we kill you because you invade our countries" I guess the end result is "deal with it yourself, then"
